Uh, no I don't think it should be capped at 2 children. If it had been my youngest daughter wouldn't have even been entitled to her CDB. I don't think it's fair to penalize large families for being large families. Same with Ontario Works. My children are entitled to those benefits, that is their money to live above the poverty line (*snark* not that it helps to live above the poverty line at all but it would be a lot worse if there wasn't any CTTB).
I shouldn't be penalized for wanting a traditionally large family. Neither should my kids.

I don't think it should be capped at 2. But I do think 4 or 5 is a more acceptable number only to weed out those who keep having babies to milk the system.

We have 4 boys and love having a large family.
But I agree with Samma, some people keep having babies to milk the system.
